Son Hai Group lost a VND 17,400 billion expressway bid despite the lowest offer
Son Hai Group submitted the lowest bid of VND 732.2 billion but failed the technical evaluation for an expressway project in Binh Phuoc. Authorities confirmed the bidding experts had valid licenses but found unclear criteria in the BIM requirements. The Ministry of Finance required a review of the evaluation process and asked the local government to be fully responsible for the final decision. The selected consortium won the contract at VND 845.4 billion.
