
HCMC to finalize ownership papers for nearly 64,000 commercial homes

HCMC – Around 78.7% of pending land-related cases in HCMC have had their legal issues resolved, with nearly 64,000 requests for ownership certificates of commercial housing units either finalized or ready for processing.
According to the HCMC Department of Natural Resources and Environment and other relevant agencies, a total of 81,085 land-related cases in the city are awaiting ownership certificates due to various issues.
The cases have been categorized into six groups for resolution, including those pending financial obligations, projects delayed in submitting ownership certificate applications, newly developed properties, cases requiring additional financial payments, other miscellaneous issues, and those under inspection or investigation.
As of now, 63,821 cases have been resolved, accounting for 78.7% of the total. The remaining cases are mainly tied to projects under inspection or investigation, or those undergoing a review of additional financial obligations due to changes in planning criteria.
All 8,159 cases in the group waiting for completion of financial obligations have been fully processed.
In another group, which includes 30,061 cases from projects without legal issues but where developers or homebuyers have yet to submit applications, the cases are now ready to be received.
Meanwhile, issues in the newly developed property group—covering 8,918 units across 29 projects—have been completely resolved, thanks to new regulations under the 2024 Land Law.
For the group of projects required to fulfill additional financial obligations, paperwork for 6,977 units, or about 41%, has been resolved, while the remaining cases are still being handled in coordination with relevant departments.
In the group of projects facing other legal issues, 3,113 out of 3,125 units have been cleared, with the remaining cases still under review.
For projects currently under inspection or investigation, 3,952 out of 8,235 units, equivalent to 55%, have been resolved across 10 projects.
