
VICASA - VNSTEEL likely to miss 2025 targets due to production halt
VNSTEEL - VICASA JOINT STOCK COMPANY (VCA) announced it will likely miss its 2025 business targets due to a mandatory 3.75-month suspension of its rolled steel and billet production. The halt stems from a violation decision issued by Dong Nai Province on May 9, 2025, for operating without an environmental permit. As the company is slated for relocation due to the repurposing of Bien Hoa I Industrial Park, it cannot obtain a new permit for its current location. This prolonged shutdown severely impacts VCA's ability to achieve its VND 5 billion pre-tax profit goal and 105,000 tons rolled steel consumption target for 2025. While VCA is working with provincial authorities, continuing production at the current site is highly unlikely given the province's policy to move all businesses out of Bien Hoa I Industrial Park.
