
State Capital Investment Corporation violated management and investment rules
State Capital Investment Corporation was found by the State Audit Office to have committed multiple violations during 2021–2023 related to cash flow management, asset and debt handling, financial investment efficiency, and non-compliant divestment. SCIC has divested from only 37 out of 77 enterprises, fulfilling just 21.8% of its 5-year plan, while also failing to complete the equitization of several units and recover VND 23.8 billion in dividends and post-divestment profits from 50 companies. Furthermore, investment performance remains poor, with 3 out of 14 directly invested enterprises incurring accumulated losses of nearly VND 32.6 trillion, and 2 units failing to pay any dividends.
